This Request for Quotations (the “Solicitation”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by Public Service Delivery on behalf of the Department of Transportation and Infrastructure, to prospective Vendors to submit Submissions for the supply and delivery of forklift, as further described in Section A of the Solicitation Particulars (Appendix A) and Scope of Deliverables (Appendix B).
In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian Vendors who have submitted compliant Submissions meeting all essential requirements of the Solicitation. Manitoba may re-issue this Solicitation at its sole discretion.

Subject: RFQ#30433_Supply and Delivery of Forklift
Overview
Manitoba Transportation and Infrastructure require a forklift to support operational needs related to a new warehouse build. The successful vendor will be responsible for providing a unit that meets all specified requirements, delivered to the designated location in accordance with Manitoba's procurement terms.
Performance & Capacity Requirements
Load Capacity:
- The forklift must have a minimum lifting capacity of 3,000 lbs at the standard load center.
Lift Height:
- The forklift must be capable of achieving a minimum lift height of 15 feet.
Stability & Terrain Capability:
- The forklift must provide stable operation on mixed surfaces, including concrete, gravel, and light snow conditions; and
- The design must support enhanced stability suitable for outdoor yard use.
Turning Radius / Maneuverability:
- The forklift must provide tight-turn capability, allowing the operator to maneuver effectively in confined spaces such as loading bays and warehouse aisles.
Power & Battery Requirements
Power Source:
- The forklift must be electric-powered.
- Lithium-ion battery is preferred due to improved safety and reduced maintenance; however, lead-acid alternatives are acceptable provided they meet all operational performance requirements.
- Battery Performance:
- The unit must provide sufficient run-time to support a standard operational shift without significant performance degradation.
- Charging system must comply with applicable safety standards.
Wheel & Tire Requirements
Configuration:
- The unit must have a four-wheel configuration to ensure improved stability and performance on gravel and during winter conditions.
Tire Type:
- Tires must be pneumatic or equivalent, suitable for mixed indoor/outdoor surfaces.
Controls & Safety Requirements
Fork Control System:
- The forklift shall include hydraulically controlled forks capable of precise handling and positioning.
Operator Information Display:
- A digital or analog operator display must provide essential operational information, including but not limited to:
- Load weight (or load indication)
- Battery charge level
- Estimated run time
- System warnings
Safety Equipment:
- Must include an amber flashing beacon for visual visibility during operation.
- Must include a warning zone ground marker (e.g., blue or red-light projection) to enhance pedestrian safety.
- Additional safety features must comply with applicable Canadian safety regulations for powered industrial trucks.
Environmental & Operational Requirements
Operating Environment:
- The forklift must be suitable for operation in warehouse settings and adjacent outdoor yard areas where surface conditions may include gravel or light snow.
Documentation
The Vendor must provide operator manuals, safety documentation, and maintenance instructions.

Notice:
- A 48-hour notice shall be given prior to delivery.
Additional delivery requirements:
- The vendor must deliver the equipment fully assembled, tested, and ready for operation at the designated location.
- The vendor must be able to deliver the equipment within 8 weeks of issuance of Purchase Order.
- The vendor must provide operator familiarization/training at delivery.
Warranty Requirement:
- A minimum 12-month manufacture’s warranty covering parts and labor is required. Warranty documentation must be provided at delivery.
