Description

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) in preparation for a public education initiative on educating youth on topics related to alcohol and cannabis. The purpose of the RFP is to solicit proposals from qualified research organizations (“candidates”) to conduct focus group research to understand parents’ approaches to educating their children on alcohol and cannabis (“project”).

The LGCA requires focus groups in various provincial locations, including two (2) in Winnipeg, two (2) in Brandon and two (2) in Thompson. The scope of the work includes the development of screening and discussion guides, the recruitment of participants, and the execution of several focus groups. The main deliverables are a methodological report detailing recruitment and data collection processes, documentation of key descriptive demographic participant information, digital recordings and verbatim transcripts of the focus groups, thematic coding of key participant statements from the focus groups, as well as providing a written report, of approximately 8 to 10 pages in length, summarizing key themes and findings.

2.3. Project Proposal Submission
Candidates must submit their project proposals by email to:

by 12:00 p.m. Central Standard Time on Friday, October 17, 2025 ("submission deadline").

Information on pricing and costs must not be included with the rest of the project proposal. This information must be submitted by email to finance@LGCAmb.ca with the subject line: “Manitoba Talking to Youth Focus Groups Research Compensation.” Compensation submissions must be received by the submission deadline stated above and will be reviewed after all project proposals are evaluated.

Please note that the project proposal may be a maximum of 30 pages, including any cover pages and appendices. The “Compensation” information is not included in this page maximum.

3.4. Pricing and Costs
Proposals must be structured in such a way that the cost of the entire proposal and each component of the cost are clear. Proposals must include a total fixed cost for the entire project as well as a breakdown of proposed fees and expenses and a proposed payment schedule. If applicable, candidates must provide cost breakdowns for different options for sample size proposed in response to subsection 3.1. Applicants may also provide different pricing options or tiers for coding. If applicable, proposals may include other options to allow the flexibility to modify the research plan based on the project budget.

Any assumptions made in responding to the pricing requirements must be clearly identified. If no assumptions are stated, the pricing proposed by the candidate will be deemed to be without any assumptions or conditions attached to that pricing. All travel expenses and other expenses that may be required must be financed from within the total fixed cost for the project.
