Organizational Assessment - Request for Proposals: Organizational Assessment

The Regional District Central Kootenay (the “Regional District”) welcomes proposals for professional consulting services to conduct an organizational assessment of the Regional District’s organizational and reporting structure. The assessment will take place in 2025 and requires the consultant to collect and analyze relevant data and provide recommendations. This assessment will include a purpose-driven facilitated meeting with Directors and Senior level management staff as well as direct one-on-one meetings with Senior Management and select functional managers. This is a Phase 1 review, with a high-level organizational review, providing an overview of the organization’s senior management structure, key cross-functional processes, and decision-making frameworks. This phase will deliver current state mapping and high-level recommendations, including broad reporting and alignment at the senior management level, to improve organizational alignment, efficiency, and cost effectiveness/resource optimization. This will also provide a roadmap for a potential Phase 2 deep dive to explore detailed design and implementation opportunities. Phase 2 is out of scope for this initial review. This assessment will result in purpose-driven, implementable recommendations that assess the efficiency of the current structure and its alignment with Regional District strategy. This includes reporting relationships and decision-making processes on a high level, identifying inefficiencies/redundancies and areas for structural and resource optimization, with a view to enhancing communication channels and workflow effectiveness. Recommendations must be grounded in a current state analysis of the allocation of resources in existing departments, including budgetary limitations. This is a phase 1 review with a maximum budget of $50,000.
