1. TITLE
WORKPLACE ASSESSMENT – DEPARTMENTAL REGULATORY AND LITIGATION OVERSIGHT
2. BACKGROUND
The Department of National Defence (DND) has a requirement to engage the services of an Alternate Dispute Resolution Practitioner to undertake one workplace assessment due to recent organizational changes. The Contractors will be responsible for all matters associated with the handling and conduct of the workplace assessment, in accordance with the Terms of Reference jointly agreed upon by the parties.

6. TASKS
6.1 Research and Planning Stage
6.1.1 The Contractor must review all applicable legislation, regulations and orders, listed in “Applicable Documents & References”.
6.2 Interview Stage
6.2.1 The Contractor must interview any willing parties and other witnesses to ascertain all relevant facts relating to areas of concern.
6.2.2 The Contractor must gather, examine and record all relevant facts concerning the risk factors that contribute to the psychological health and safety of the workplace from available documentation, via interviews, or through questionnaires.
6.3 Analysis Stage
6.3.1 The Contractor must determine and identify any issues or problems that require attention and resolution.
6.3.2 The Contractor must comment on any underlying factor(s) contributing to the ongoing challenges encountered during the course of the assessment that may have a negative effect on the work environment.
6.3.3 The Contractor must propose recommendations and strategies to address the issues in 6.3.1 and 6.3.2.
6.3.4 The Contractor must identify risk factors, internal and external to the workplace, that contribute to challenges in the workplace.
6.3.5 The Contractor must identify underlying psychological hazards, risks, workplace issues, or problems that require attention or resolution.
6.3.6 The Contractor must prioritize areas where immediate attention is urgently required.
6.4 Workplace Assessment Report
6.4.1 The Contractor must create a workplace assessment report that identifies and addresses potential issues related to safety, well-being, productivity, and culture. This workplace assessment report will help the organisation understand the root causes of potential challenges and develop strategies to improve the work environment for all employees.
6.4.2 The Contractor must propose recommendations, in the workplace assessment report, of concrete actions or strategies that can be taken to improve the workplace and well-being of all parties.
6.4.3 The Contractor must provide a final oral briefing, virtually, to representatives from the ADM(HR-Civ) and DRLO organization on workplace issues and recommendations for required changes.
7. DELIVERABLES
7.1 Deliverables for task 6.1
7.1.1 The Contractor must provide a work plan to the Technical Authority for review.
7.2 Deliverables for task 6.2
7.2.1 The Contractor must interview approximately 29 employees.
7.2.2 The Contractor must perform interviews in the official language of choice (English or French) of each employee or management representative.
7.3 Deliverables for task 6.3
7.3.1 The Contractor must provide oral briefings to the Technical Authority on a bi-weekly basis.
7.4 Deliverables for task 6.4
7.4.1 The Contractor must provide a draft Workplace Assessment Report to the Technical Authority for review.
7.4.2 The Contractor must provide a final Workplace Assessment Report to the Technical Authority.
7.4.3 The Contractor must provide an oral briefing, virtually, on the workplace assessment and recommendations for required changes to representatives from the ADM(HR-Civ) and DRLO organization.
8. DATE OF DELIVERY
Deliverable 7.1: Within 10 days.
Deliverable 7.2: Within 20 days of Deliverable 7.1.
Deliverable 7.4: Within 20 days of Deliverable 7.2.
9. LANGUAGE OF WORK
9.1 All communications must be performed in the official language (English or French) preferred by the employee or management representative.
9.2 All Deliverables must be provided in both official languages (English or French).
10. LOCATION OF WORK
10.1 All work will be conducted virtually, unless otherwise specified.
10.2 In-person presence may be required to perform the work. Any travel requires pre-approval of the Technical Authority.
11. MEETINGS
11.1 Interviewees can be met virtually. In-person interviews require pre-approval of the Technical Authority, in accordance with section 10.2.
