FSRA2025-014 - Fraud Reporting Service (FRS)

FRSA is initiating Phase 1 of the Fraud Reporting Service (FRS).
Auto insurance fraud is often cited as a major concern by consumers and stakeholders, but there is currently a gap in reporting of information related to fraud that makes it difficult to define the problem and create accountability for solving it. To bridge this gap, FSRA is implementing the FRS. The overall objective of the FRS is to improve the use of data in the auto insurance industry’s fraud management activities by requiring, by statute, insurers to report automobile insurance fraud information to Vendor FSRA, through the Vendor acting as FSRA’s designated agent under the Insurance Act. The FRS will  collect data from insurers on a quarterly basis, or as otherwise determined, to quantify the prevalence of automobile insurance fraud in Ontario, create a baseline for fraud detection, and identify trends throughout the automobile insurance industry. The FRS aims to reduce consumer harm, including unnecessary costs borne by consumers, as a result of automobile insurance fraud.
