INTRODUCTION
FCM and the Green Municipal Fund
The Federation of Canadian Municipalities (FCM) has been the national voice of municipal government since 1901. It represents the interests of all Canadian municipalities on policy and program matters within federal jurisdiction and serves its members in both official languages. Representing 90 percent of Canada's municipal population, FCM members include Canada's largest cities, small urban and rural communities, and 20 provincial and territorial municipal associations. In 2000, the Government of Canada endowed FCM to establish and grow the Green Municipal Fund (GMF), a globally unique and catalyzing fund that gives municipalities nationwide the tools they need to accelerate the transition to a resilient, net-zero, and sustainable future. GMF is a $2.4 billion fund that offers a mix of funding, capacity development, and strategic support to help Canadian communities adopt high-performing climate solutions and practices more quickly.
Low Carbon Cities Canada (LC3)
With funding from the Government of Canada, Low Carbon Cities Canada, or LC3, was launched as part of the LC3-FCM Collaboration on Community Climate Action program. The initiative enabled the creation of local endowments to catalyze widespread adoption of low carbon solutions in seven city regions: Metro Vancouver, Edmonton, Calgary, Ottawa, Montreal and Halifax regions, with The Atmospheric Fund in the Greater Toronto and Hamilton Area serving as the founding and already-established LC3 Centre for that region. Housed within FCM’s Green Municipal Fund (GMF), the LC3 National Office works collaboratively with the local centres to fulfill Federal Government reporting and accountability requirements and facilitate peer-to-peer collaboration and the development and mobilization of collective knowledge from the LC3 network in ways that help accelerate low-carbon outcomes in communities across Canada. An Exciting and Unique Employment Opportunity:
Reporting to GMF’s LC3 Project Director, the proponent will deliver strategic advice and support the implementation of national priorities, the National Office’s workplan and the LC3 Network’s Operational Plan. Guided by the LC3 Network’s Strategic Plan, the LC3 Senior Advisor will work in close collaboration with the LC3 Project Director and the LC3 Executive on a few areas of work:
- Supporting peer-to-peer collaboration by providing guidance and recommending best practice around collaborative models, governance and decision-making in an efficient and cohesive manner;
- Enabling knowledge mobilization, internally and externally, to maximize the value of the braintrust that is the LC3 network and to continuously learn from and leverage on-the-ground experience for the benefit of its members;
- Providing support for the implementation of strategic projects and network-wide priorities in collaboration with other National Office and local Centre staff; and
- Developing strategic partnerships by identifying and cultivating national partner prospects and other allies which align with or complement LC3’s mandate and objectives.
The LC3 Senior Advisor needs to be a nimble, service-oriented and experienced leader who’s role is to nourish and advance the Network’s collective mandate. Additionally, they bring thought leadership, partnerships & collaborative network acumen, and strategic guidance to an already-established group of pan-Canadian leaders and practitioners that share a common vision to accelerate equitable climate solutions across Canada. The proponent should demonstrate the ability to hear and value diverse perspectives and thrive in a highly collaborative work situation, showcasing diplomacy, assertiveness and a solution-oriented approach while engaging Network members to continuously push forward the Network’s ambitions.
