MANDATORY INFORMATION MEETING

Proponents should attend viewing the facilities on the specified date and times below.
Date: Tuesday, December 4, 2018
Time: 2:00 P.M. PST
Location: Parking Lot at 3221 Cedar Hill Road, Victoria

This will be the only opportunity during the bidding phase for a viewing of inside of the building. Proponents are not to directly contact building staff and/or operator.

The meeting will begin promptly at the time, date and location specified above.

All questions and enquiries from the site visit must be submitted to the BC Housing Contact person prior to the date and time as per section 3.1.1 Timetable.
Brief Description of Work
The concrete slab foundation and the wooden frame structure are in good condition except for the balcony structures which will require replacement.

Balcony Replacement

Targeted balconies to be replaced (5 units)
- Balconies have soft spots indicating water ingress and decay to the balcony structure.
- Edge of wood framed balconies are rotted partly due to poor drainage, new drainage system for the balconies must be part of the design.
- The weight and design of the new sliding-window-doors should be accounted for at the time of design.
- The existing facia to be removed and new facia to be installed in place.
  - The colour of the facia to be approved by the owner and BC Housing.
  - Colour rendering should be part of the consultant services.

Targeted Building Envelope

Windows replacement (21 units)
- Awarded consultant will be responsible for reviewing the windows testing conducted by the third party (5% of installed windows)
All patio sliding-window-doors to be replace (13 units)
Roof has been recently replaced; however, a scupper drain needs to be designed and installed to address the water ponding on the roof.

Electrical

Upgrading electrical and fire safety panel

Mechanical

Installing Sprinkler System (Fire suppression)
Domestic hot water heaters (2 heaters):
- To be replaced
- Each tank has 405 litres capacity
Elevator:
- Modernize the existing elevator system – elevator machine room, hallways and car cab fixtures, door system, and elevator hoistway.
- Replace all associated electrical systems and upgrading the electrical panel.
- Upgrading interior elevator cab***
  - new wall finishes,
  - floorings, handrails,
  - panels,
  - lighting, and
  - signage.

***The awarded consultant to assess the above items and generate scope of work for the work.

The elevator system shall be a non-proprietary system and no long-term maintenance contracts are permitted nor shall proprietary tools to be required to maintain and repair the elevator system. All replacement parts shall be cost effective and readily be available.
Permit applications and submissions are required, and it is part of consultant services to obtain

Make-up-Air Unit (rooftop)
- To be replaced with a high energy efficiency unit
  - MUA units do not have heater cores and duct heaters are elsewhere in the system.
- Crane may be required to remove the MUA on the rooftop

Interior Upgrades

The following items need to be replaced

Kitchen Countertops and cabinets
- 5 units (104, 105, 204, 207, and 208)
To replace bathtubs and surrounds
- 11 units (101, 105, 106,107, 200, 201, 202, 204, 205, 207, and 208)

Bathroom sinks:
- 6 units (101, 104, 203, 204, 207, and 208)
Bathroom cabinets
- 3 units (104, 207, and 208)
Countertops
- All units (Except: 103, 108, 201, 206, and 209)
Flooring
- 12 units (replacing all flooring including kitchen and bathroom)

The selected Proponent must meet the following targeted dates listed below:

Field evaluation phase: December 2018
100% complete tender documents (drawings and specification): February 2019
Construction tender: February 2019
Mobilization: March 2019
Estimated substantial completion: February 2020
