2025-29-SMCC-P - Comfort Camping Development

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change (“ECC”) to prospective proponents to submit proposals for design and construction of a new comfort camping village in St. Malo Provincial Park, Manitoba as further described in Appendix 7 Specifications and Drawings (the “Work”).
The Proponent must utilize the design-build service delivery methodology and a full range of professional consultant and contractor services during the design and construction phases of the project.
The work is being done in St. Malo Provincial Park, Manitoba. Work site location will be partially occupied during construction with road, beach and campground users in the area year-round.
In consideration of Manitoba’s procurement policies and applicable trade agreements, this Solicitation is limited to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. If no compliant submissions are received from Canadian suppliers, Manitoba may re-issue this tender at its sole discretion.
Submissions which propose the use of subcontractors based in the United States will be automatically disqualified.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or ECC, other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Date and Time: May 29, 2025, 9:30 AM Local Time

Proponents are to meet at St. Malo Provincial Park Sunset Shores Campground Washroom/Shower Building Parking Lot (see map below) prior to 9:30 am to sign the site attendance sheet.
Proponents are to pre-register by email to the project manager at ryan.wakshinski@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the site visit.
Deadline for registration is the end of the business day May 28, 2025 .
Proponents are not entitled to rely on information received from ECC, ECC’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions June 13, 2025. All questions must be submitted to the RFS Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 19, 2025 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted
