The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: WCB Manitoba requires a standing offer for Property Management Services that may be required for all of its locations. These services will be required on an as needed bases for building issues and maintenance services. Vendor has to be available on short notice with technical services capabilities for building operations.
Description of Services
The WCB requires the Contractor to perform the following:
•Office area inspections related to staff generated concerns/complaints; This work includes but is not limited to heating and cooling system issues, room setups, supply requests, furniture repairs and reconfigurations, garbage/recycling removals;
•Respond to internal work orders;
•Provide to 24/7 emergency response in conjunction with our local operations & service providers;
•Preparation and management of property management related RFPs and agreements on our behalf, including but not limited to RFPs and agreements for landscaping services, snow removal services, electrical and mechanical maintenance services, emergency services, security, life safety and other required services;
•Providing a monthly operations report to the Director of Facilities, consisting of updates on ongoing property management issues and diarizing any specific issues or items which require further review;
At the onset of the engagement, the Contractor will be expected to participate in a formal onboarding to become familiar with the WCB operations to allow for a smooth transition in case the need arises.
The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.
The Vendor must have experience and knowledge with the following:
a) ten years property management experience.
b) ten years building operation, experience in power engineering.
The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.
Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba.
The Services shall be provided onsite at the WCB's facilities in Winnipeg and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.
It is expected the Services will be required for an initial period of three (3) years with a preferred start date of September 15th, 2025. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for an additional period of up to two (2) years. The fees to be charged are those listed in the fee proposal submitted by the Contractor (see Schedule "D").
The Services shall be requested by the WCB on an "as needed" basis and the WCB makes no representation to guarantee any minimum amount of work will be assigned to the Contractor. Assignments will be done via SOWs.
Mandatory Onsite Visit
Vendors must attend onsite for a walk-through inspection of the office facilities located at 333 Broadway, Winnipeg, Manitoba (the "Mandatory Onsite Visit"). The WCB will provide one (1) Mandatory Onsite Visit on Thursday, August 14th, 2025, at 10:00 a.m. MB Time. Due to restricted access throughout the WCB facilities, late arrivals will be allowed to catch up with the group. Vendors are required to have a representative attend the Mandatory Onsite Visit for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Mandatory Onsite Visit. Vendors must confirm their attendance with Ray Daumler, Director, Administrative Services (1-204-954-4444), if they plan to participate.
