Notice of Proposed Procurement
The National Research Council of Canada (NRC) requests proposals from qualified contractors for a feasibility study on the replacement of an aircraft door hangar, with the potential for the reuse of construction materials, and optional services including inspection, concept design, engineering drawings, Class D estimates, and construction.
The Contractor will develop three conceptual design options, including all relevant architectural and engineering development options:
1. Replace only necessary parts/equipment to return doors to reliable operating condition;
2. Replace only the necessary parts/equipment to restore the doors to a reliable operating condition and improve the thermal performance of the doors;
3. Complete replacement of doors (thermally broken, highly insulated and airtight)
4. Design and Cost Estimation
In order to meet the objectives outlined as part of the Feasibility Study development, the Contractor shall, at a minimum, conduct the following:
1. Prepare three high-level, feasible conceptual options to meet project requirements;
2. Prepare complete a comparative evaluation of all available options and formulate a
recommendation regarding the preferred option, taking into account the overall objectives and
requirements of the project;
3. Capital costs, operation and maintenance costs, code analysis, accessibility analysis, sustainable
design assessment, and security analysis. Use the information from this analysis to inform the
decision on which preferred option is best for our NRC;
4. Note: All options must be weather sealed to provide a tight and continuous seal when the
hangar door is closed. A robust energy and life cycle cost analysis will be used to evaluate these
options. The option with the greatest greenhouse gas (GHG) reduction potential, while
maintaining lower life cycle costs compared to the base case, will generally be the preferred
option. However, direction will be provided by the National Research Council (NRC) on the
selected option for implementation.
The Feasibility Report should contain the following:
1. A thorough site inspection:
- The Contractor shall conduct two (2) meetings with NRC stakeholders, one meeting is to be
- scheduled to discuss the proposed concept options to proceed with for evaluation, and one
- meeting is to be scheduled to review and discuss the preferred recommended option with NRC
- stakeholders;
- The Contractor shall prepare meeting agendas and minutes for distribution as per direction of the NRC Departmental Representative;
2. Comprehensive feasibility study report;
- Develop a concept design and engineering drawings for the new hangar;
- Design schematics;
- A summary of the presented options;
- A summary of the option analysis;
- The rationale for selecting the recommended option;
- A recommended construction implementation plan;
4. The contractor is responsible for including the following elements in the project documentation:
- A thorough account of the project risks, constraints, and mitigation strategies;
- Minutes from project meetings should be included to keep everyone informed of progress
- and decisions made;
- The proposed engineering design, workplan, and schedule are crucial for organizing the
- project and keeping all parties on track.
- A comprehensive energy analysis, fully documented in an Appendix to the Concept Design
- Report, including all assumptions and limitations of the analysis;
- Indicate cost estimates (Class D) and a cost-benefit analysis, including life cycle project costs
- (including an electronic copy of the completed LCCA) to make informed decisions;
5. Phase 3 (Optional): Construction
- Execute the replacement of the Aircraft hangar as per approved specifications;
- Adhere to industry standards and environmental guidelines
Mandatory Site Visit
- It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 1920 Research Road, Building U61, Ottawa Ontario, the site visit will begin at 10am Eastern Tuesday January 21st, 2025.
- Bidders must communicate with the Contracting Authority no later than Monday January 20th, 2025 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be required to sign an attendance sheet. Bidders should confirm in their bid that they have attended the site visit. Bidders who do not attend the mandatory site visit or do not send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
Submission of Bids
- Bids must be submitted only electronically to the National Research Council Canada (NRC) Contracting Authority, no later than 14:00 Eastern Time (NRC's Server Time), February 12, 2025 to the Contracting Authority.
- The NRC has restrictions on incoming e-mail messages. The maximum e-mail message size including all file attachments must not exceed 10MB. Zip files or links to bid documents will be accepted, subject to security inspection. Incoming e-mail messages exceeding the maximum file size and/or containing zip file attachments will be blocked from entering the NRC e-mail system. A bid transmitted by e-mail that gets blocked by the NRC e-mail system will be considered not received.
Questions
All enquiries must be submitted in writing to the Contracting Authority no later than five (5) days before the bid closing date. Enquiries received after that time may not be answered.
