1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers and their baggage in designated airports. 2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to procure maintenance services for the Traffic Management Systems (“TMS”) at airports across Canada for an initial term of five (5) years, with one (1) optional extension term of five (5) years, as further described in Schedule “A” (Statement of Work) including:

- Software Upgrade - upgrade the current TMS software platform (Inductive Automation Ignition) to the latest version;
- Support and Maintenance - support, preventive maintenance, and corrective maintenance of the hardware components of the TMS, and support and maintenance of the Inductive Automation Ignition software;
- Inventory Management - manage spare parts, including procurement and supply; and
- Additional Services - supply new components and perform system development and site acceptance testing services on an as-requested basis to fulfill any new requirements related to changes in CATSA’s Non-Passenger Screening Vehicle (“NPSV”) program.
3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Estimated Quantity of Goods and Services
During the term of the Contract, CATSA may, subject to the availability of funding, purchase maintenance and support services and related spare parts on an as and when required basis, via purchase orders issued under the Contract.
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional period of five years at CATSA’s sole option.
6.0 Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
7.0 Mandatory Requirements
M1. Bidder must be certified in the TMS software platform Inductive Automation Ignition. Proof of registration as a certified Integrator on the Inductive Automation website must be provided.
8.0 Rated Requirements
The RFP contains details of the rated requirements.
9.0 Contractor Selection
The proposal with the highest Weighted Score as determined by combining the bidder’s Technical Score and Financial Score will be recommended for award of a contract without limitation to any other provision in the RFP.
10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
